NYC Rent Board Dissenter Warns Freeze Could Undermine Affordable Housing Over Time
A New York University professor and Rent Guidelines Board member expresses concern that the recent rent freeze, a key initiative of Mayor Zohran Mamdani, could lead to long-term deterioration of the city's housing stock and disproportionately affect landlords of older buildings.

A recent decision by New York City's Rent Guidelines Board (RGB) to freeze rents, a central campaign pledge from Mayor Zohran Mamdani, has raised alarms from one of its members regarding its potential long-term consequences for affordable housing and landlord financial stability.
Gupta, an associate finance professor at New York University’s business school and an RGB member, voiced concerns that the freeze could progressively make it more challenging for property owners to cover their expenses. He described the situation as a “slow burn,” suggesting that the primary risk lies in buildings experiencing increased financial distress.
“The risk is that the buildings do go under more distress. There are a variety of responses. One is...deferred maintenance, which will worsen the physical conditions of buildings,” Gupta stated.
He further elaborated on other potential financial pressures, including falling behind on mortgage payments, insurance premiums, and eventually property taxes. This could ultimately lead to ownership transfers to banks or the city, potentially through tax lien sales.
