A trustee serving on the board of the Kennedy Center has publicly criticized Senator Sheldon Whitehouse, a Democrat representing Rhode Island, for persistently leveling accusations of mismanagement against the institution while simultaneously declining multiple invitations for face-to-face meetings.

Ballard, a member of the Kennedy Center's board of trustees, conveyed his concerns in a letter to Senator Whitehouse. He asserted that the current leadership of the Kennedy Center has consistently provided the board with a comprehensive and transparent assessment regarding the extensive work required to address decades of deferred maintenance. This includes documented evidence of systemic deterioration and potential public safety hazards.

It is my informed opinion that this work cannot be completed safely, or efficiently, around a fully operating public building. I do not believe a board acting responsibly could currently conclude that such an approach is the more prudent course.
Ballard further informed Whitehouse that the Kennedy Center's Audit and Finance Committee convenes regularly, directly contradicting the senator's claims. He also challenged Whitehouse's assertion that the suspension of guided tours was a consequence of recent mismanagement. Ballard clarified that tours were halted for only five days, partly due to an administrative review of campus-wide tour routes to enhance visitor experience, coinciding with scheduled maintenance on the sprinkler system throughout the complex.
None of this is to wave away the Board's obligations following the Court's decision as I share your view that we owe trustees, Congress, and the public a rigorous, well-documented record of the decisions ahead of us, and I am confident that management will continue to meet that standard. To echo Matt's repeated invitations, I would welcome the chance to walk through all of this with you directly, in person, rather than by written correspondence — letters which seemingly end up in the hands of the press before they reach the intended recipient to begin with.
Ballard concluded his letter by expressing his hope that Senator Whitehouse would attend the upcoming board meeting. He emphasized that despite Whitehouse's ex-officio status and stated concerns, they likely share the common objective of ensuring the success of the National Cultural Center.
